can we modify the genes responsible for the formation of photo receptors so that humans could detect IR and UV

are photoreceptors proteins?what should i do to modify the genetic sequence coding for these receptors? where should i start?and how much will it cost? Most video cameras detect UV and IR. You probably won't see this genetic overhaul in your lifetime, but you may be capable of modify your test-tube children.
