Can twins read respectively others minds?

No.
No one can "read" another person's mind in some sort of clairvoyant sense. There is no physical mechanism for carrying information from one brain to another contained by such a fashion. (And while near are certainly unknown phenomena, this one would own to impart essentially zero vigour in lay down to remain undetected. Which means here is no energy to create an effect.)
Sometimes empire, not just twins, can appear to answer respectively other's questions or guess what the other character is supposed to do. But this just comes from living beside the person and knowing their behavior.
Stories of one twin knowing what happen to another 2,000 miles away are a combination of coincidence and urban legend.

Yes, if they enjoy and foster a close relationship they can share many of alike emotions, which is resembling reading the person's mind because they think as closely to the track you do than anyone else would. I know, I am a 41 year old twin.
